Internal Training Regulations

Article 1 – Preamble

This regulation is established in accordance with Articles L 6352-3, L 6352-4 and R 6352-1 to R 6352-15 of the French Labour Code.
Its purpose is to specify the provisions applicable to all trainees for the duration of the training course, in order to ensure the proper functioning of the training activities conducted by VELCIUS.

It is made available to trainees prior to their final registration, together with the objectives and content of the training, the list of trainers, schedules, assessment methods, and the contact details of the person responsible for relations with trainees, as provided by the contracting entity.
This information must have a direct and necessary link with the training activity and must be provided in good faith.

Article 2 – General Measures

Trainees are required to respect the premises in which they work and the equipment made available to them.
The equipment provided may only be used under the responsibility of a trainer or of a trainee specifically designated by the training manager.
Trainees remain responsible for their personal belongings.

When the training takes place in a facility or company that already has its own internal regulations, the rules applicable to health and safety shall be those of that regulation.
When the training activity is conducted fully or partially remotely, the safety rules of the place from which the trainee attends the course shall apply.

Article 3 – Health and Safety

Preventing the risk of accidents and illness is imperative and requires everyone to strictly comply with all applicable health and safety instructions.
General and specific safety instructions in force at the facility where the training takes place must be strictly observed, under penalty of disciplinary action.

Fire and evacuation instructions, including the location plan of extinguishers and emergency exits, are posted at the office entrance.
Trainees must familiarize themselves with these instructions.

In case of a fire alarm, trainees must immediately stop their activity and calmly follow the instructions given by the authorized representative of the training organization or the emergency services.
Any trainee noticing the start of a fire must immediately alert emergency services by dialing 18 from a landline or 112 from a mobile phone and inform a representative of the training organization.

In case of illness, the trainee must notify the training manager the same day.
It is the trainee’s responsibility to complete any required declaration to their employer (for employees) or to Social Security (for job-seekers receiving benefits).

Article 4 – Prohibited Substances

Smoking is prohibited inside the premises, in accordance with applicable regulations.
Trainees are strictly forbidden to enter the facility under the influence of alcohol, to bring alcoholic beverages onto the premises, or to leave the course without a valid reason.
The introduction or consumption of drugs or alcoholic beverages in the premises is strictly forbidden.

Article 5 – Procedure in Case of Accident

Any trainee who is the victim of an accident—occurring during training or while traveling between the training site and their home or workplace—or any witness to such an accident must immediately inform the management of the training organization.
The training organization’s manager will take the necessary steps to provide care and will report the accident to the competent Social Security office.

Article 6 – Absences, Lateness, or Early Departures

In case of absence, lateness, or early departure, trainees must inform the training organization and provide justification.

Article 7 – Disciplinary Rules

Attendance at all training sessions is mandatory.
Any planned absence must be requested in writing by the trainee and submitted to the training manager for approval.
Unjustified absences will be reported to the relevant institutions (company, OPCO, Pôle Emploi, etc.).

Any behaviour deemed inappropriate by the training manager—such as misconduct toward staff, other participants, or any person involved in the training, as well as fraud or attempted fraud during registration, continuous assessment, or examination—may, depending on its nature and severity, result in one of the following disciplinary sanctions, in order of increasing seriousness: written warning, reprimand, permanent exclusion from the training program.

Article 8 – Confidentiality Obligation

The trainee must observe confidentiality regarding any information obtained about companies or other organizations with which they are in contact during the training program.

Article 9 – Training Follow-up

The trainee must sign the attendance sheet as the training progresses (morning and afternoon).
They authorize the training provider to assess their participation throughout the course.

At the end of the training, a satisfaction questionnaire will be provided, which the trainee agrees to complete before leaving.

After completing the course, the trainee receives a certificate of completion and a certificate of attendance, to be forwarded, as applicable, to their employer, administration, or the organization funding the training.

The trainee agrees to promptly return to the training provider all documents they are required to complete as a beneficiary (applications for remuneration or reimbursement of expenses, training registration or attendance certificates, etc.).

Article 10 – Trainee Representation

For any training program lasting more than 500 hours, a trainee delegate and an alternate delegate shall be elected simultaneously by a two-round majority vote.
All trainees are eligible to vote and to stand for election, except for incarcerated individuals participating in professional training.

The training manager organizes the election, which takes place during training hours, no earlier than 20 hours and no later than 40 hours after the start of the program.

If trainee representation cannot be ensured, the training manager draws up a report of deficiency, which is transmitted to the territorially competent regional prefect.

Delegates are elected for the duration of the course.
Their mandate ends if, for any reason, they cease to participate in the training.
If both the main and alternate delegates cease their functions before the end of the course, a new election shall be held.

Delegates may make any suggestions to improve the organization and living conditions of trainees during the course.
They may also submit any individual or collective complaints concerning the course operation, hygiene and safety conditions, or application of these internal regulations.

Article 11 – Publication

A copy of these internal regulations is provided to trainees before their registration.
